Job Summary

This position is located in Winona, Minnesota.

DEED is committed to radically increasing economic impacts for individuals facing systemic barriers to growth. Under limited supervision, this position exists to lead the Workforce Innovation and Opportunity Act (WIOA) and state youth programs for Winona County.

Duties include:
  • Acting as the technical advisor for youth program processes.
  • Assessing career goals, interests, skills, and abilities of clients.
  • Developing plans for training, education, and employment.
  • Providing support services and referrals to community resources.
  • Offering career counseling services to program-eligible and universal customers seeking employment advancement.
This position will provide career seeker services and CareerForce information to youth and young adults enrolled in the Winona County youth programs through orientations, group instruction, and one-on-one assistance. The position will lead the work in Winona County via a youth case management role, establishing working relationships with partners to ensure quality services are offered to participants with the goal of gaining sustainable employment. This position is telework eligible for up to two (2) days per week and is required to be on-site at the office or other designated locations on the remaining days. Staff are provided with the tools and equipment needed to be successful in a hybrid work environment and may telework from anywhere in Minnesota or a neighboring state. Qualifications

Minimum Qualifications

Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

Two (2) years* of experience in career guidance/coaching, case management, workforce development or employment and training programs, working with at-risk youth or young adults with barriers.

*Bachelor's degree in Social Work, Human Services, Counseling, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

Applicants that meet the above minimum qualification will be further evaluated on the following:
  • Experience in managing programs and working with budgets and financials.
  • Knowledge of Minnesota's workforce programs, including work with public workforce development agencies and related non-profit organizations.
  • Skill in database management and Microsoft Office Suite (Outlook, Word, Excel, Teams, PowerPoint, etc.) or similar software.
  • Skill in communication and presentation, including facilitating workforce training opportunities, creating and delivering presentations to groups, and facilitating meetings and group discussions.
Preferred Qualifications
  • Bachelor's degree or higher in Social Work, Human Services, Counseling, or other closely related field as determined by the agency.
  • Grant management experience involving evaluating, administering, accounting for, training and/or monitoring of grants, grant agreements, or grant recipients.
  • Ability to form and grow connections with community partners in education and supportive services.
  • Ability to organize and facilitate workshops and presentations for the purpose of educating and recruiting applicants into the program grants.
  • Organizational skills to manage, track, and report expenses, financial transactions, and invoices using Microsoft Office.
  • Skill in communicating in a second language.
